I opened a case with eBay and followed the guidelines. It was returned shipped ups signature required. I will be getting a full refund.

If the crack is on the side of the top tube, the pattern looks like an impact crack likely from the handlebars swinging around and hitting the top tube. Shining an LED light in the dark can reveal if the crack extends further.
Glad that you are getting this handled.

I would suggest leaving some very specific negative feedback so that others will not purchase the frame. The description still says very low mileage, and of course there are no photos of the crack. One other person left negative feedback about a tool that was much more used than the seller implied. He may have done this to others too, but not everyone knows enough about bike parts to notice wear and cracks.
