How much weight can be saved by changing to lighter clamps with Ti bolts on Super Record 11spd Ergopower levers?
Which are the best brands to consider?

Titanium bolts and alu nuts can save about 10g and cost little.

Toronto Cycles has a titanium nut and bolt kit for the Campy clamps, or you can get the carbon clamps mentioned above. If you're in the US, this place has them in stock:
