Weight Weenies

I have a set of Classic Enve 45's and the yellow veloplugs. Trying to put the veloplugs in, but they kind of fall out. Velolugs only come in the red and yellow, Yellow being the largest. I saw on a site that they fit loosely, but is it ok for them to be installed this loose?
