And does any one know how much an anodising company would roughly charge to re-anodise after?

I'd just get an older xtr short cage rear mech, one of the early polished 9 speed ones. (You'd have to check the series number)
I've got a couple of them on bikes now, they look nice and work well.
You could also, if that way inclined, pick them up on eBay for not a huge amount and go mad with the Dremel.

Would a 9 speed work with a 10 speed cassette though?

Yes, the 9 and 10 speed mech geometry is the same.
I'm using a 9 speed DA mech on my 7800 10 speed set up, works perfectly.

Except 10-speed MTB, that one doesn't work with road shifters.
(Just saying, because of the many of XTR mech suggestions.)
