Madone 6 & 7 frames are made in the US. To minimize costs and minimize having expensive stock frames sitting around, Trek makes each P1 frame when it is ordered. This means that they don't pull a Madone frame off the shelf and paint it, they will actually build the frame based on your order when you order it, be it an H1, H2, H3 or WSD frame. So, although they aren't custom measured frames, they also aren't sitting in a warehouse, waiting on you to order it, to pull it off the shelf.

Also, keep in mind that we aren't just talking about Trek's products that may be the delay. The selected components aren't made by Trek, so if there's a shortage in the components, or a backorder, it clogs the whole system down. When I got my Madone 5, they were out of cassettes, so I had to wait an extra two weeks for Trek to receive them from Shimano to get my bike.
