Hopefully, in few hours I will own 2014 Tarmac SL4 frame. The Crankset I use is Rotor 3D+. can you please advice how I peer the crank with Spec' OSBB?

The rotor 3d+ will fit just fine. I just installed one on my sl3 pro, that has the carbon osbb, which is a 61mm shell with cups that bump the total width out to 68mm. It's kind of Specialized's own PF system.
