Skewers are the only place I don't try to save weight.
But seeing as the OP is trying to add almost 1000g I'd go with a weight in the seat tube.

Conclusion:
I will be using a 2nd heavier weighted seat and post that can be used if they are weighing. Primary reason is it is a quick change unlike other parts. Skewers - are good, but not enough weight. Cassette - maybe 200g. Seat setup seems easiest.
Otherwise - riding the normal bike most the others are.

adding functional weight is easy.
the heaviest functional groupset you can get (105 or new tiagra,) skewers, alloy cockpit, a heavy chunky stem ( that will be stiff as hell.) skewers, casette, a hardier chain ( think 105 or tiagra level instead of DA.) heavier saddle and seatpost, and pedals . I think all these shhould gain you a good 300-500 odd grams.

No idea on why hasn't anyone suggested:
1. heavier wheelset - just use tires that have low rolling resistance
2. cranks
3. saddle (very cost effective)
These parts are the heaviest on the bike.

Low center of gravity - Good
High center of gravity - Just crap handling, the seat mounted bottles work for triathlon as active handling is of no.concern
+1
BB area should b only place where weight is added for center of BB issue stated above. No need to change components just slide weight into ur hollow crank spindle
