I think the velonews article refers to compatibility between 2012 and 'old' Red/SRAM.
2013 Red shifters are 11 speed, 2012 Red derailleur is 10 speed ... do not see how they could be compatible.

11 speed is referred to as "22" to differentiate between the year confusion.

why not ? The shifter pulls or releases the cable and the derailleur moves accordingly.
As long as the cable follows the same way throughout the derailleur (I guess it's the case with 2012 and 2013 Red and Force at least) it will work the same, the shifter dictates the move.

To be clear the question is "Do SRAM Red 10 speed 2013 shifters work with 2012 10 speed derailleurs" right?
If yes, you should have no issues.
SRAM have definitely stated that Red 22 will not work with Red 10 speed. Just make sure the shifters you are looking at are not "Red 22".
Both 10 and 11 speed groupos have 2013 model years, but as prend said, the 11 speed is called "Red 22", the 10 speed is just called "Red".

I know that Sram has said New Red and Red 22 are not compatible, but I would like to see how true that really is. It's sort of in Sram's best interest to say it doesn't work to generate sales.
For example, will the New Red 10-speed crankset work with the 22 stuff? Will the 10-speed derailleurs work with the 22 shifters and vice-versa?
I'd guess some of that stuff probably works OK, kind of like how the 10-speed Campy cranks worked OK with 11-speed.
