yes, this happened to me. it took some time to figure out that the hoods were preventing the shifting. and also, the rubber hood was only ever so slightly touching the side...which prevented the shifting or actuation. once i pulled it out of the way, it shifted smoothly.

i've had excellent customer service directly from Shimano in the past. even when some metal parts corroded, Shimano sent me replacement parts without question. since your STI lever isn't working...i would try to see if you can contact Shimano directly for repair or replacement. at least you'll have a spare when you need it, or sell it to offset your cost on your original error.
