My definition of setback is how far the seat is back from the vertical running through the bb centre, so it stays the same (if the seat stays the same, of course) for any frame. In any case this is how setup works for me, so welcome to disagree.

The first part of the sentence is correct; the setback is calculated from the BB centre. The second not so. Considering the same saddle and saddle height your needed setback is determined by the seattube angle. The length of the seat stays has no bearing on this at all.
