gore is mediocre product. issues are well known.

shimano introduced a superior solution with their polymer cables. butter smooth shifting/braking.

available now ~$50

Are the Shimano polymer shifter cables the SP41 housing?

Yes.
The Polymer coating is only on the wire.

But the BC-9000 Brake Cable apparently has both a new housing and a new wire.

I have bought BC-9000 Cables for both shifting and breaking on ebay

So far I have only installed the (rear) shifter cable and it is excellent, but that is usually the case with every new shifting Cable.

Thanks!

I had SP41 and SIS on my bike but needed new cables in a pinch and the LBS only had Bontrager cables. What garbage those Bontrager cables were! Switched back to the Shimano cables and life is good. I've had good luck with Jagwire cables on mountain bike too.
