So I have a Pro Vibe Track Stem. It developed a crack on the Faceplate. Shimano won't sell me a new faceplate and I really love this stem. Anyone know of any places I could go to get this repaired?

Find me a stem this stiff and I will. This stem is rare and works amazingly well, they're not that easy to come by.

Even though it's a track stem, does it fit standard road steerers?

These stems do pop up on ebay from time to time, both new and used.

Have you contacted shimano? They might know of this being an issue and will warranty it. Long shot but worth a call, or the LBS cold put a call in.

As an option what about the cavendish edition stem? Similar bulky design, not sure if it as stiff but should be stiffer then a normal stem.

Last what about having a machine shop make a face plate out of aluminum. 31.8mm bore with 4 drilled holes, slice in 1/2 and you have a new face plate (ok maybe not quite that simple, but you get the idea) A small shop with some good tools should be able to knock this out for you, it would not require CNC machining.
