Having recently tested saddles with both 7x7 & 7x9 rails on an old plain vanilla seatpost I'm curious as to why 7x9 adapters are used.

It appears that the carrier, or bottom piece where the saddle rail sits and the top clamp diameters are important whereas the height of the rail doesn't really matter.

Any insights would be appreciated.

Depends on your seatpost clamp design. It seems yours sandwiches top and bottom which generally work fine with 7x9 rails. However, some seatposts have some element of clamping from the side which makes the distinction important. See the difference between a Syntace clamp versus ENVE or Ritchey 1-bolt clamp.
