Not a stressed area, I'd ride it. I've drilled carbon bars near the ends.

But I'm sure some people wouldn't.

Marin thank,

Contact the dealer from where you purchased the handlebar.
Should probably have done so directly after unpacking.
Bikes:

Ax Lightness Vial EVO Race (2019.01.03)
Open *UP* (2016.04.14)
Paduano Racing Fidia (kind of shelved)

I doubt the marks on the handlebar will be of any problem.
But, if you are disturbed by this to a point you can't let go, you should exchange the handlebar for your own peace of mind.
In the end, it's only how you feel which is important.

Thank
This is my first carbon handlebar, this is the reason for my doubts.
Store manager offered me a change (but he did not have it available...) or a small refund (€ 15) if I use it anyway (15€ ?!?)
I contacted RitcheyLogic too and they told me "it's not a big problem for use" but when I asked if there were not question with warranty (in case of future problem) they did not answer me...

It seems from reading this, you are not OK with the 15 Euro refund (i wouldn't be either)
Ask for a refund or an exchange handlebar from the dealer.
Or buy a new handlebar online. If it's your first carbon handlebar, better see to it that it feels like a great buy.

They are paint chips that will be covered by tape in a low / no stress part of the bar. Ride them!!

That looks really minor and on the surface.

New email has just arrived.
Store manager propose me "exchange with a new brand handlebar (reserved for me) or total refund"
(warranty about scratched handlebar it's a problem, I'm sure)
I'm preparing the package for return (UPS), then I decide.

If it was sold as a brand new handlebar I would want another.

Edit: excuse me, I did not understand correctly right away
I agree. I buy a new "perfect" handlebar not a scratched item....
