Indeed, Storck uses higher forks. This explaines the short headtube. I ride a size 63 and have a short torso and the bike fits like a glove. I can't comment on small sizes.

Considering that the "stack" metric accounts for fork lengths, they are still incredibly long/low bikes.

It depends on setback: small setback and long reach isn't such a long reach.
