"You do not have the required permissions" error?

Is the site owner updating the site? I note that there is now a 'Road Cycling Community - Roadbike Forum & Board' with a couple subforums but I only seem to have permission for the 'Everything wheels' subforum and using Google Chrome, when I click on Board Index >> Discussion, I see the message 'You do not have the required permissions to read topics within this forum.'
