Closed-cam skewers like Shimano DA/Campy/Fulcrum are the best all-around skewers for all-weather use. External-cam skewers can be OK (Salsa or Bontrager for example) but if one uses them in wet and mucky weather then it is possible they will become very stiff to operate. Cheaper external-cam skewers are just asking for trouble.
