Continental sells very minimalist saddle bags. They come with a inner tube and two tire levers. These tire levers are pretty much the same ones as the Michelins and they are easier to get hold of.

Pedros milk levers are best ever.

But in truth it doesn't matter much as long as you use a plastic lever. Another tip - I find putting some talc on the inside of tyres can make initial installation much easier.
