Give a try with italian based brand Nevi; they are not as good as Passoni or other famous Ti brands for detailts, but the quality/price is good.

Check Waltly Ti as well. I am actually in contact with them to design a gravel Ti ride, so no actual previous experience. There are some good reports / reviews online

You can check with Rikulau, made in Taiwan bikes, they have quite the diverse range of metal materials for frames though. Very nicely made frames, though aesthetics will depend on whether your tastes though.

As far as business goes, Rikulau has been a viable business for around a decade. Soul Bikes about the same length of time.

Another two companies that are also fairly affordable in the world of custom Ti are Habanero Cycles and Triton Bikes.
