20H or 24H rim on 28H hub?

I'm going to get 28H hubs for my handcycle but can only seem to find 20H or 24H rims for these.

Is it possible to lace a 20H or 24H rim onto a 28H hub?

What size rim is it built for? Velocity makes rims in many diameters and hole counts.

I'm looking at sub 300g 700C rims.

Can you provide some more information?

I hope you are looking for carbon tubulars at that weight. Enve 25mm rims fit the bill.
