Jekyll man is probably correct, considering the bling bike those are mounted on, but Velo Orange has a more affordable version of that shape:

They are currently out of stock, but cost is nice trade off for the (claimed) 6 grams extra.

Nitto steel cages. When I was young I used to work at a Classics shop and those were the mutt's nuts with vintage types.
