All I've found is that Stefano Rellandini took the picture and it is stage 19 of the 2009 Giro.

After a quick search I haven't been able to find a higher res pic than the one you posted. Maybe that info will help though?

Good detective work on the Graham Watson picture, but is it offered for sale as digital, as opposed to hard copy?

That whole gallery is great. Might have to download them all and use it as a rotating screen saver at work. Then my coworkers will know that I'm even more obsessed than they think.
