Not sure about the down tube bottle cage.
But this thing is purpose built. Some may disagree on the purpose, I suppose. But it is not a freak build.

No RAAM rider in their right mind would carry so much crap. I've never seen a RAAM bike with more than a small pack under the seat, and even that is unnecessary.

A friend of mine does "Maverick" category racing. That's 400+ miles unsupported.
I would imagine the build above is ideal for that type of racing.
As for RAAM? Those racers are supported by their own team, often with a van or caravan.
Anyway, it isn't a freak, let's move on.
