I don't think that's what he's saying.
If the record is "current pursuit-legal", then Hutch says "The last Hour set on a bike that fits current pursuit rules may be @Chris_Boardman's 52.370". Then he points out Merckx's record bike was probably underweight for the current pursuit rules.
If Cancellara does a "pursuit-legal" record, that's pretty much a new thing. He'd be on an aero-track bike, with aerobars like pursuit riders ride, eg:

There is no chance that Merckx's bike is legal for any modern competition. Apart from the fact that it's underweight, I don't think the UCI would be happy about this sort of thing:

Awesome idea about the holes in the fork. I am getting my drill out and doing that to the fork, frame, and water bottles to save me some weight after the breakfast I just had!!
