Absolutely. The sooner there is a T&R commission setup and riders are encouraged to come forward the better.
There now needs to be the (one off) offer of clemency for those coming forwards and life bans for anyone subsequently found to be cheating retrospectively or otherwise. The penalty in future needs to be so huge that athletes don't consider the risks to be worth taking. And that must apply to retrospective testing a decade or more down the line as well - riders must not be seen to profit from cheating.
The Garmin rider is a fairly wealthy sports personality and we now know that the opportunity to arrive in the position arose from the willingness to cheat and to use illegal drugs. He had the opportunity to come clean when initially questioned but his silence seems like a cold and calculated attempt to avoid punishment with no acceptance of guilt or responsibility. There must be accountability. For the sake of future generations.

I don't think it's possible legally to go after old breaches with new rules. The rules at the time of breach are applicable. At least here.

Sure you can. Firstly what you would be punishing is current failure to disclose past offenses, not the offenses themselves.
Secondly, you're talking about bans & reclaiming money, not criminal prosecutions, so you can do pretty much anything,.
OF course a cyclist could come back with a "restraint of trade" counter-suit if they were given a lifetime ban, as I believe Dwayne Chambers, the UK sprinter, did, but frankly its pretty easy to prove that a cyclist doping has been detrimental to the sport as a whole.
But to be honest, the conduct of even "anti dopers" like Vaughters (yes, but, no, but, wait), and Brailsford hiring the Rabbobank doctor which he didnt "know" had prior links to doping, reinforces the crux of the issue :why not make teams MORE liable for their cyclists conduct, as most employees are, with a bond to guarantee conduct. Should by now be pretty clear that a 2 year ban plus (temporary) suspension by the team, only for them to be welcomed back by, just for example, the Spanish & Italian teams, Basso, Valverde et at is kind of like threatening a gangland killer with suspension of chocolate rations.

this. Only problem is that this will require a framework from WADA as it will bend their existing rules in regards to statute of limitations as well as punishments. I have a feeling these talks are what is delaying the process.

let's assume such panel is set and cyclists are asked to come forward. indeed some of them do, especially the retired and/or frustrated ones, plus the whole second- and third- tier of peloton. so we're gonna have quite a few confessions to deal with, while those who pretend (yes i deliberately used this word) being clean and grace us with their anti-doping comments will probably want to wait things out
IMO nothing's going to happen to them, because either way the cycling community will be satisfied enough to call it a day. so we're gonna be back to business as usual..
either set some new anti-doping rules, forbidding dirty docs and coaches from the sport and introducing EQUAL penalties for doping offences, or let them dope however they please. anything in between is just window dressing.

That CAAD 10 actually belongs to a guy on here. He owns a bike shop or something too and got it custom painted to match his TT bike.
