With Sicard and Goss my guess is that, at some point, their "recovery" slowed. With the rest there are tangible explanations, but in some cases when a rider makes a huge U23 splash then sucks when they're on the bio passport its obvious why.

Goss won MSR on the bio passport. That's a pretty decent result.
I don't think everything is always to do with drugs. Sometimes cyclists just perform shit.

No way EBH is doping. To me it seems like he has lost his winner mentality. He did well for Team Sky in 2011, but it looks like he settled for a domestique role and a comfortable wage after that. He has also been riddled with crashes and injuries this season.
Team Sky might also be at fault. They seem to suck at developing their young and promising riders.

First of all he hasn't completely sucked at Sky. He was good his first 2, maybe 3 years. He went from classics rider to pacing Wiggo up climbs. Different change in roles and no real support for his classics/sprinting ambitions. Looking at his wiki he really only has not won a major race in the last two years:

Yes, Goss won MSR on the passport when it was still early on in the passport process. It takes years of data if the rider is microdosing or using modern techniques for anything to look awry (from what I understand).
Goss went from full gas to nothing. Literally nothing of note. Very different even from Farrar who went from occasionally winning here and there to a bunch of 2nd places when he didn't crash.
