As a mechanic, function and safety comes first, but that is just wrong. Special bike, biggest rider in the sport at the biggest race of the year. I wonder if there broken bars or something that required last second re taping.

This theory is absurd given the race and the extra time before the start to offer the bike up to the media for photos. Clearly the bike was ready to go, in optimal condition with time to spare.
I also tend to think that at this level, nothing... absolutely nothing... happens by mistake or haphazardly [by chance].
2 things are going on here, one is complex cable routing, but you can still do that in a polished off manner.
The other, and possibly the real reason, is that the cable routing or rider preference was causing the front wheel to turn excessively while running with the bike.
Extra tape on the cables firms up the tendency for the front wheel to wander.
So if you're a CX'er, this maybe is something to emulate rather than berate.
I think there might be a difference between being mechanically pretty and being world-class fast.

It's to stop the tape from peeling when it's jet-washed.

The bike has di2 and standard brake housing so no complications there. The amount of tape is not the first thing I notice, but rather the fact that the green tape comes 1cm closer to the stem then the black.

That's about the limit of Internet critiquing I can do though gents! I'm sure Sven's mechanic is one of the best and I know for a fact the tape didn't affect the ride. ;)

What ending the tape a cm shorter on one side stops it from peeling?

It does, it really does, i just retaped my bars the same way and it works!! Like voodoo or something, only works when leaving the left hand side a cm shorter though.
