Funny you mention, first thing that popped in my head was: looks like a young Ballan.
Then I realized he was only a kid in '93

Yes, it's Chanteur. He runs a bike shop these days and also acts as a consultant to France Télévisions, to help TV producers follow the race by explaining the tactical events during the race.

Note the Mavic groupset.
