What is the total elevation gain? https://www.sportsbaseonline.com/Item.aspx?item_id=2041 only mentions variation in gradient from 7 to 10% on a 3.5 mile long course, and it is not clear if there are some portions with lesser gradient. If indeed it is all 7%+, I find the times hard to believe.

Elevation gain of 1,120 feet over the course of 3.7 miles. Haven't crunched the numbers to find the specific grade...

According to this site, http://www.csgnetwork.com/inclinedeclinegradecalc.html, the total grade works out to be 5.733%.

Wind was a big factor. According to i-Bike data which was shared with me from someone not much slower, an estimate of 0.4 W wind resistance power for the first portion, followed by 40W on the second portion. The issue with this is the headwinds on the upper part partially neutralized it: placings were more largely influenced by the lower portion. It made sense to start hard then hang on, which is not what I did.

My powertap data (57kg, 6th/17 in E3)... the transition from the lower, tailwind portion to the upper, head/cross portion is at minutes 9-10:

Dan I'm sorry I missed you. I went around the parking lot a couple of times, and as was said, I was very near registration after the race. I was looking forward to meeting as many people as possible. I'm sure we will meet someday. I am also planning to be at the prolog of the tour of Calif. although there may be lots of people around, I will have the Ruegamer with me and hopefully if you are there we will meet or perhaps I will come to one of the low key hillclimbs.

Nice! I recognize that frame from the Handbuilt Bike Show this year. Nice work!

You got a good shot of Todd at the park entrance, approximately half-way up:
