Week in Japan, where?

I am thinking about a cycling focused trip to Japan for about one week.
I prefer climbing, little traffic, loop routes, MUPs for riding.
Prefer a medium/small sized city to be based out of.

Suggestions?

What time of year?
I hear Hokkaido is a great place to ride, but it's snowing there now.

Mid-summer will be sweltering and humid. Also be aware of the rainy seasons.

For March you have to be in the south for comfortable temperatures. Hyuga City in Miyazaki Prefecture looks okay. It's on the coast for a bit of variation and good seafood, mountains start very close by, looks like it has a number of small mountain roads that will mostly be empty of traffic so you could ride a different route each day. Quite rural if you like that kind of thing.

For summer post June (July/August) you have to be in Hokkaido for comfortable temperatures and minimal rainfall.

Either way, almost all the roads in Japan are on Google Streetview, so my advice is take a virtual look around and see what you like.

For mid-March another great option on Kyushu is Aso, based out of either Kumamoto city or Beppu. The area between Aso and Beppu has some great riding and hot springs. Long climbs but not so steep and good road surfaces.
