In-line with the hoods, which are parallel with the drops, which are parallel with the top tube, which is sloping but still closer to horisontal than the stem.

parallel with the hoods and almost to the stem...which means it is slightly angled, making it easier to see from the saddle.

Out in front and parallel with the ground not the stem on all my bikes.
