i think cav got fined for this WC rendition for not going all the way around.

any one can correct me, does the WC stripes need to be continuous around?

I believe they do have to circle the jersey completely. They are the "rainbow bands" after all. Bands completely encircle something.

Its not stated clearly in the rules, but it probably falls under the notion that:

1.3.061
The design, including colours and layout, of each world champion's jersey according to category and/or discipline, as well as the distinctive logo of the UCI Team Time Trial World Champions, are the exclusive property of the UCI. The jersey, and the distinctive logo for the UCI Team Time Trial World Champions, may not be reproduced without UCI authorisation. The design may in no way be modified.

The example jersey they show is like this, which does have the bands all around:

... and there's also a notion that says the UCI has to approve your jersey:
The design of the jersey MUST be submitted to the UCI for approval before production. Please do not hesitate to contact the UCI’s office if you have any questions about the World Champion jersey at: sportsdepartment@uci.ch
