i think cav got fined for this WC rendition for not going all the way around.
any one can correct me, does the WC stripes need to be continuous around?

I believe they do have to circle the jersey completely. They are the "rainbow bands" after all. Bands completely encircle something.
Its not stated clearly in the rules, but it probably falls under the notion that:
