On an arterial road with heavily used bike lanes, a cyclist entered the bike lane from a road on the right, weaving somewhat and otherwise giving an impression of not being comfortable on the bike. I was approaching the intersection coming up a rise, so not going fast. There was plenty of room for me to pass the cyclist, as long as she didn't weave too far to the left. She repeatedly lowered her left palm. Around here, this gesture is mostly directed at speeding cars, but I think she was telling me slow down.
