While not a bike "part", this would still be an fantastic gift. Plus it will never go out of style or become too heavy through the years. I gifted one to myself many years ago and I smile every time I open a bottle of wine with it. I get compliments on it every time someone sees it for the first time.

Get him a voucher to a custom show maker - getting the shoes made and discussing the details is part of the experience that makes them special.
I can strongly recommend Jess Wooten

Get him an autographed jersey from some pro like Contador, I thought it was really hard to get one but recently a friend went to the Giro and he said it was very easy, you just have to know someone there ja.,

How about this for a fitting present? Not sure if it fits in your budget.
