Cervelo was bought by a large holding company (Pon Holdings) a while back.

By who? Certainly its Pon Holdings that pulls the strings and has control of the company's direction. Marketing marketing marketing.

That's a good question - what determines the "nationality" of a company? Generally it's where their head office is located, and for public companies the currency they report earnings in.
Take Cannonade for example - Canadian parent company (Dorel), but I would not consider them to be a Canadian bike company, as they are still firmly headquartered in the US.

"Control" is the operative word. And control of a corporation is determined by majority shareholders which in this case I presume is Pon Holdings. The fact that it is doing business in Canada just means they are subject to Canadian tax law etc.
I am Canadian myself, and at one point in my life was the Controller of a Canadian software company. The company was sold to Microsoft and at that point it became a wholly owned Canadian subsidiary of Microsoft, since it still resided in Canada. But make no mistake, Microsoft controlled the show from that point on. And "Headquarters" if you want to call it that, was based at Microsoft in the US.

Yeah, Cervelo is still a Canadian company. We can play the semantics game back and forth, but it definitely isn't a Dutch company. Parent company might be based in the Netherlands, but Cervelo isn't.
That is like saying Cannondale is a Canadian bike manufacturer when they are still headquartered in CT.
Or like saying Lamborghini is a German brand since it is owned by VW. Utter bullocks.

Not semantics at all. If Pon Holdings wants something at Cervelo to change, or be done differently, then it will. Ultimate control lies with Pon Holdings. Vroomen cashed in, employees are still there, yes, and the facilities are still there I presume. But ownership is not. Business is Business.

Without the purchase by Pon the firm would probably not exist anymore (whichs would be a pity).
Nowaday Derbi cycles are the distributor (at least in Europe they are) and bikes are put together in Germany (framesets come from the Giant factory?)
Good thing is that the brand continues to exist in the years coming and quality improves with every new model/year. Downside is the paint schemes still are quite boring and the brand moves from
very innovative and very low in weight to a bit heavier but also more reliable product.
Point is you have to earn money if you want to stay in business. If a large percentage of the framesets come back with quality problems you start loosing money (frames don't crack anymore but i know several dealers that in the end had more work with guarantee work then with preparing new bikes...)

By your logic: Lamborghini isn't Italian but German. Bentley isn't English but German. Ducati isn't Italian but German. Bugatti isn't French but German. Ferrari is a Fiat and no longer a Ferrari. Cannondale is Canadian.

If VW owns Lamborgini, then VW can do what they want with it. But the "Lamborghini" brand is valuable. That's why they bought it. They could move the company to any country they wish if they desire to. But why would they. VW wants to retain that image. They bought a brand and certainly have no desire to change the brands appeal. Same as Pon Holdings buying Cervelo. There is value in the brand. Cervelo certainly has its roots in Canada, but that's it. It could very easily be moved to Asia or the Netherlands. Point is, it is entirely Pon Holdings decision, and Pon Holdings is most certainly not Canadian. But fine with me if you want to think its the same ol' Cervelo. That's what Pon Holdings wants you to think as well. In fact, your thinking of the situation just proves the value of buying a "brand" instead of trying to create one.
