I was in Peru this Summer. No first hand experience (I was birdwatching), but I saw some riders around San Pedro de Casta.
It seems like fun to ride around there, but nothing is flat and the altitude will already play a role (but San Pedro is not too high up).
How to get there: from Lima, take ANY bus towards Huanuco / Huancayo / La Oroya / Tingo Maria / ... up the Carretera Central.
Get out at Santa Eulalia and take the side road. It is paved for some kilometers, but soon gets unpaved. The road is gently winding up the valley, but at the Autisha bridge (http://www.highestbridges.com/wiki/inde ... sha_Bridge) where you can do some 'puenting', the gradients are much harder.
Views are hard to beat throughout the valley.
To get back in Lima, you will have to take the same road (no loop here, unless you go above 4500 meter al the way to Marcopomacochas).
Obviously, Peru is great for downhill. Easiest thing to do is get your bike on a bus up the hill and just roll down.

Been in a Peru and around the country quite a bit. Sadly it has never been on a bike, but there are some serious mountain roads that would make some sweet rides.
I normally drove down 1 towards Pisco and then up 24 towards Ayacucho, sweet sweet mountain road. Straight up to 12,000ft.

No lead, sadly, but my friend's girlfriend works in Peru 8 months out of the year running a non-profit org. I was asking about riding (on your behalf) last night and the only thing she talked about was how about 10 of her employees decided to ride 'down' (downhill) on mountain bikes from a village in the mountains down to Trujillo (this isn't Lima, obviously). Along the way some teenagers from one of the in-between villages got on motorbikes and rode alongside the cyclists, kicking them off their bikes while in motion. One guy suffered serious injuries from the fall off the mountain.
On the bright side she did mention once seeing a peloton outside of Lima "heading off into the distance away from the traffic" but nothing else.

Yikes prendrefeu... not a heart warming story. I have found some leads on Facebook, Vimeo and on the web, so I am hopeful. Strava has also been useful in finding what appear to be the regular Lima rides.
