I think that is just for TT bikes at least as most Speci saddles are designed to be level in the center and thus appear slightly nose down. Maybe his tilted from an impact?

As he should. That stage 5 finish just doesn't suit him.
^The saddle tilt rule applies to time trial, road and cyclocross bikes. My numbers memory served me right.

this guy is a midget I doubt he rides a 54 tt, plus I doubt a mtb/cx pilot rides with a longish reach

I can't think of any that are deeper than 130 mm, other than FSA New Ergo and Bontrager VR (there might be others, but they are few and far between). Most other variable radius bend bars seem to be compact/shallow. It seems though that the shape first appeared as standard drop but only truly gained popularity when they made it compact.

You're correct, but I'm guessing they really don't enforce it too hard on road bikes.
