HI WW's from the UK ,
A junior cyclist friend of mine is going to Sedgley, West Midlands next year for a year in english immersion.
I would like to know if there are any cycling facilities around the area.
Like a track, local club, or bike rentals, cause she doesn't think she'll bring her bike there.
She shure would like to keep riding and training...
Thanks for the heads up ,
Louis

Best way to find a club is to use British Cycling's Club Finder page, that should give you a list of all the club's in the area and what they do.
Not from the area so can't give you any local knowledge though I'm afraid.

There's an outdoor velodrome in Halesowen which isn't too far, and I think there might be another in Wolverhampton. She's going to have quite a culture shock moving to the black country.

The BC website isn't much use.
Try the CTT one:
http://www.cyclingtimetrials.org.uk/Clubs filtered for west midlands "K" region.
There's quite a few in the area, Dudley Wolverhampton, Stourbridge etc
And yes they will be in for a culture shock and a different "English language"

The Beacon Roads Club http://www.beaconrcc.org.uk/ and Stourbridge CC http://www.stourbridgecyclingclub.co.uk/index.html spring to mind.
Interestingly, in that part of the world there is something called Black Country Dialect (BCD). Which means your friend is going to come back talking like a Yam Yam.

There's an outdoor velodrome at Aldersley leisure village, which is a bit closer to Sedgley than the Halesowen one. Wolverhampton Wheelers run training sessions for club members there, while Halesowen CC owns the velodrome in Halesowen and runs sessions for club members. I've only had limited experiences with either club, but they both seem pretty friendly. I think (but it would be a good idea to get in touch and check) that both clubs can rent out bikes to club members for their track sessions and presumably also for their respective track leagues through the summer.
For training/racing on the road, it might be a good idea to get something cheap second hand (Carrera TDF? B'twin Triban? maybe a Felt F95 or Allez if she's feeling flush) and selling it at the end of the year. It'd probably work out cheaper than hiring a bike even in the unlikely event that she makes a loss, and although not really in the spirit of this site, they're solid bikes and more than good enough for training and racing on.
