i noticed all the top end pulley are mainly using metal material but what is the differences between resin and metal pulley.

metal pulley like Ultimate ceramic, ceramic speed and hawk racing of cause ceramic speed do have resin too.

Resin adsorb vibration and metal is light weight?

Don't think so. Both Record and Dura-Ace pulleys are composite. I think Ceramic Speed is, too.

I dont think absorbing vibrations ( or as we engineers call it, damping factor) of the material has anything to do with the choice of material of pulleys. neither does light weight. you could make them equally as light, just depends on your design.

my gut tells me the factors at play here are wear rate and manufacturing costs.

Maybe noise levels are taken into consideration too.
