What is the "flexing axis of your feet"

Hey guys;

I was using the Biomechanical cycle fit calculator (Biomechanicalcyclingv8) and I came across this "Pedal cleats must be in the flexing axis of your feet" what does this mean, and in particular what is the flexing axis of your feet?

best guess: flexing axis of feet = ball of the foot i.e. where your toes bend.

interpretation; put your cleat below the ball of the foot.
