Stella, nope, the result of a poor design with to small a raduis at that section change, combined with the afore mentioned static tension.
The correct wheel tension would produce the same results with the previous criteria all met...

The Nuke proof ones even looked to have too little metal around the spoke holes... compare to a hope hub of the same era... (random example there...)

If anything, it was a perfect wheel build. The spokes were evenly tensioned, displayed by the thorough and clean break of the hub's flange where the failure occurred.

Duh.
