I've been trying to look up information on that road for months now, and as far as I can tell it's a non-public road. (EDIT: looked up information on it months ago, off-and-on)
Looking at mapping services, it actually doesn't show up as a normal road, but does appear only on a Satellite view. Along with a major piece of infrastructure at the juncture where this awesome, snake-like road appears and where the normal road ends, I'm thinking that access is limited.
Of course, if we can get a WW member in China to verify all of this... and possible negotiate access on behalf of some friends, then we may have a WW China trip on our hands.

My little contribution to this fantastic thread.
Did my first bike touring trip from Rijeka, Croatia to Kotor bay in Montenegro.
19 days on the road, island hopping along the Croatian coast to Montenegro and took the boat back to Rijeka from Dubrovnik.
1360 km total and a great experience.
