Thanks for all the suggestion, I am leaning to wards BHS XR22T built. Seems like they have pretty decent review.

Am I read it right? XR22T has 19mm internal width?

Might be worth comparing with Fairwheel Bikes' XR22T wheelset.

Is there a reason you are leaning towards such shallow rims? Unless you don't care about aero gains. There are 3 wheelsets between $500-$750 (Aforce Al33, FLO30, Boyd Altamont) to give someone (Zipp) run for their money. In other word, these 3 are the pinnacle of affordable aluminum wheels that perform as well as $2000 Zipp 303 wheel set.

A lot of great resources on this thread. Does anyone have real world experience with the Aerycs or Aforce wheelsets?

The FLO030 seems to have pretty good review except for a little on the heavy side, though it does have 30mm profile

November builds a nice wheel. The Kinlin is a good value. Email them and see what they'd build for your riding style and weight.

This would stretch you budget, but if I were you, I would be looking at these... ($995; 1030g!)
