Help choosing 650c clincher rims, hubs, spokes

I need some light and cheap 650c clincher rims, hubs, and spokes. Im gonna have the LBS build me a wheelset. The main reason for not going prebuilt is because I need them built with my 24H Powertap SL+ rear hub that has G3 internals. The SL+ weighs 412 grams. Not sure if the G3 internals make it weigh less or more. But it is a little heavier than most hubs....

I only weigh 104 lbs (5'2") and ride a tiny 47cm bike, so durability isnt much of a concern. I live in the hills/mountains with lots of wind. Im leaning towards a set of 38mm or 50mm carbon rims from Aliexpress, and getting the lightest front hub and spokes I can find. I figure it would be kinda nice to get an aero benefit while still remaining pretty light.

Or maybe some ultra light alloy wheels would be better?

I guess I could also buy prebuilt, but then Im left with an extra hub and spokes I dont need...

Its hard because the 650c stuff is kind of rare.

At the end of it all I would like to spend less than $1000....

carbon rims are your best choice. There is very limited choice in alloy rims.
