A damaged set of Fulcrum Racing Zeros appeared on my local marketplace for 50SGD(36USD). The spokes and rims are supposedly damaged, but the hubs are fine. Is it possible for me to use the hubs and rebuild it in another wheelset? I have a few concerns. The hubs are straight pull, and the spoke count is low at 16/21. I'm around 70kgs. Is it too low spoke count for me? Also, do the hubs use an odd spoke hole diameter that can't be used with other spokes like cx-rays?

At the price, I guess it's pretty harmless for me to use them to try building my own wheels. But I would like to know whether it is feasible. Thanks

The low spoke count isn't your biggest problem. Fulcrum (aka Campy), Shimano, and some others use a unique lacing pattern on the rear wheel to increase spoke bracing angle on the NDS. The angle of the spoke on the NDS enters the rim at a steeper angle. The holes on those rims are drilled to match that specific angle. And possibly the spoke holes are also offset, meaning seven of those 21 holes are closer to the NDS and fourteen are closer to the DS. The most difficult challenge for you is to find a replacement rim that only has 21 holes. Bottom line is your only option is build up the hub using an identical set of factory rims from Fulcrum.
