tubeless valve length vs rim depth

I think it could work if you have a pump that threads onto the valve. That risks unscrewing the valve core (if it's a removable one) when you unscrew the pump each time. If you have a pump that just clamps on I don't think you'll have enough exposed valve for a good seal. You'll probably make it work but it might need holding on the whole time.
I'd use the 55mm valves

I don't want to have extenders. I'd like to use any pump (thread, no thread, adapter to schrader)

For the record, the notubes valves and their threaded valve extenders ends up functioning as a normal valve. You remove the core from the valve, thread the valve extender into the valve, then thread the core into the valve extender. Usable with any pump and adaptor. Obviously you need to be careful if your pump or adaptor threads onto it as you could unscrew the removable valve core when removing the pump or adaptor. But that issue is present with a standalong valve with removable core too.
You can't calculate the amount of exposed valve stem by subtracting rim depth from the valve stem length. The base of the valve stem doesn't rest at the outer diameter of the rim.
I use 48mm valve stems with my Enve 3.4 SES wheelset and it works fine. Not a lot of exposed valve stem on the rear, but enough to secure the pump head.

My No tubes Avion came with 55mm tubeless valves.
Avion is 40.6mm deep.
Bought these before i got the wheels and they are too short

He has Zipp clinchers, not tubeless -- so I'm assuming he is meaning a 60mm extender on top of a standard length inner tube valve stem. I agree, no way you could do that tubeless

this should not even need to be asked. you pump has to attach and 20mm sticking out is more than enough for that. So for 38mm depth have a 60mm long valve then any pump to hand will work shorter only some pumps will work. At 6mm very few to none will work.

30.5 mm - measured depth of presta valve hole on my 38mm rim
17 mm - measured valve sticking out length on my other wheeel
valve with 48mm insert part (not counting rubber part height) should be enough
