I´m building a Scott Foil as my fair weather bike, and need some Carbon rims with Alu brake tracks. I would like to use 38 mm in 25 mm width, you guys got any source in Europe?

Not seen anything like that, that you consider "good".
Vision Trimax 40mm http://www.probikekit.co.uk/bicycle-wheels/vision-2014-trimax-t42-carbon-wheelset-black/10934525.html

I have a set of Soul wheels that have been good and they now do these at 45mm deep

Or you might see something like FFWD F4R. Not 25mm wide though I dont think

38mm deep is quite pointless not much weight saving for less aerodynamic wheel. If you want aero go wide and deeper that wins in terms of performance over weight every time.

Alu rims means a brake track that will wear out. full carbon rims have longer lived brake tracks and many now have excellent braking.

so on both counts I think you are looking for the wrong rim for what your bike is about.
