ebay carbon rims with alloy brake track sidewall flex

Hi, i bought a set of carbon clinchers with alloy brake tracks off the bay from the user "speedcarbon"

when i unboxed the wheels i noticed the sides leading from the alloy brake track to the spoke holes can be easily flexed by hand and creaking/popping noises can be heard. İf you knead an area the creaking/popping noise stops.
the part close to the nipple holes appear to be solid.
The carbon is structural (appears to be) as the spoke nipples rest against carbon and are external.

Before going the refund route i wanted to ask here as it might be a semi-fairing of some sorts that i am not aware of.
Comments, prior experiences are appreciated.

Edit: İ've been reading the internet (can be dangerous) and found out that zipp wheels are designed with this feature, Blistering barnacles!
İ remember feeling some ones zipps and finding the flex odd :-P
