Ok. So my 404 was fitted properly by a shop and I have these observations about the REAR wheel positioning:
1) the wheel looks well Centered in the chain stay.
2) in the frame section where the frame meets the rear caliper the tyre clearance is as follows:
- drive side is tight!!! tyre is 1-2mm from touching frame.
- non drive side has loads of room circa 5 or 6mm.
Is this normal? I'm thinking I must be getting rubbing and losing ground as a result on the drive side.

Try a known good wheel and a known good bike, try reversing the wheel too.
