Riding fixed results I'm very high forces on the wheel. Sure low spoke count wheels and even radial wheels exist. However they will fold if taken to a proper velodrome. If you're deadset Phil does custom drilling and both Zipp and American classic to 24h fronts I believe.
DA 7600 hubs can't be beaten and do 28, 32, and 36 drillings.

I did these a while back. Paul Comp, awesome hubs.

I would say it depends on the build whether 24 will work. You are not putting more torque into the wheel than you would out on the road. In track racing you are not trying to stop the bike you are pedaling. The same physics apply as they would out on the road for torque. In fact you put a lot more torque with a 28t rear cog when climbing than you do with a 16t. You're not Bauge are you :-)

Much depends on the rim selection as to whether 24h will be enough. Deep section rims (30mm+) may provide enough stiffness. Plenty of pros on the 6-day circuit in Europe race on Zipp 808s (20f/24r) on steep and short tracks with lots of Gs. They are faster and stronger than you.

If you can find them, Zipp T2 hubs are probably the nicest track hubs available.

Mack, White Inds, Phil, and Paul will do customs, but all fairly $$$.

If a 24H disc brake front wheel holds together a 24H track wheel will too. Nothing puts torque on a wheel like a hub brake. A stiff rim is needed though, nearly all the wide medium depth clinchers rims are stiff enough as for tubulars a 38mm deep carbon rim will be good or the HED belgian C2.

I'm building my track wheelset with 24 1 cross front 28 2 cross rear - 60mm rim, high flange hub.
